Or Grubby little Street Thugs

Nicky Campbell, BBC, would enjoy that one I would've thought.
Frustrating to say the very least. Have you contacted your local MP(SMP), I thought 'surgeries' were for such things, but don't know so. All the best with it though, it's really hard coping with the feeling of powerlessness, especially when a wrong is going on, hope you get some backing soon. And I thought I'd had troubles with utility companies in the past! You have my sympathy - good luck sorting it out!

Perhaps this will cheer you up: I remember hearing a news item roughly 6 years ago, regarding non-payment of a power-bill:
The customer had cancelled his account with the power company and switched to another. The first power company continued to send a bill, for an out-standing amount of $0.00. Every month, with increasingly agressive letters. He ignored it for a while, then rang and told a representative at the power company, and STILL recieved a bill for $0.00. So he sent the power company a cheque for $0.00. The power company banked it! Doing so crashed the computer systems of both the power company's bank and the customer's bank Statewide. For an entire day.
The power company was duly prosecuted for causing this chaos, and fined.
